The project aims at developing a new approach to measure the social impact and performance of VET providers, starting from the state-of-the-art and from a model developed by one of its partners. The novelty of the approach is based on its attempt to develop a bottom-up system that encompasses what is already in place in the field of performance/quality assessment for VET and that shifts the focus on the social utility of VET, which means linking the measurement of VET performance to a concept of accountability (and transparency) towards society.

To achieve its aims, the project is going to:

1. CONDUCT A THOROUGH RESEARCH TO:
• synthetise the state-of-the-art in the field of vet quality assessment
• highlight specific experiences of vet positive impact that can be used as case studies

2. INVOLVE CORE PARTNERS’ EXPERTS BUT ALSO EXPERTS COMING FROM ALL OTHER EU COUNTRIES NOT DIRECTLY REPRESENTED

3. DEVELOP A COMMON METHODOLOGICAL FRAMEWORK TO MEASURE VET SOCIAL UTILITY, which means to agree on:
1) a common DEFINITION of social utility,
2) a common SET OF INDICATORS,
3) a common SET OF EVALUATION CRITERIA,
4) a common STATISTICAL APPROACH to collect the data

4. DISSEMINATE THE PROJECT’S OUTCOMES

The SOLITY framework will be designed and validated through a series of actions that will involve, at different levels, a group of 23 VET experts from all EU countries not directly covered by the project partners, policy makers, trainers, trainees, entrepreneurs, relevant stakeholders and, thanks to an online consultation, every citizen that may be interested in expressing his/her opinion on the framework.

Final results:
1. BETTER BENCHMARKING, exchange of BEST PRACTICES and mutual learning among EU VET providers

2. BETTER UNDERSTANDING of externalities’ effects and low performances’ causes

3. INCREASE INNOVATION AND EXCELLENCE of EU VET by setting up a system of incentives encouraging quality, high performance and efficiency

4. INCREASE TRANSPARENCY and ACCOUNTABILITY towards citizens, stakeholders, policy makers (more efficient and sustainable investment)

5. HIGHLIGHT the SOCIAL VALUE of VET
